- Zero-Knowledge Proof (ZKP): Instead of sharing the actual ID or Date of Birth with social media apps like Instagram or X, DigiLocker will issue an “Age Token.”
- Privacy: This token only confirms that the user is “Above 13” or “Between 13-16” without revealing their name or private data. It’s a “Yes/No” verification that protects user privacy.
3. Implementation and Global Standards
Minister Nara Lokesh has directed a Group of Ministers (GoM) to study international best practices before finalizing the law.
- Global Benchmarks: The state is looking at models currently used or proposed in Singapore, Australia, and Denmark.
- Legislative Framework: The upcoming law will align with India’s Digital Personal Data Protection (DPDP) Act 2023, which mandates “verifiable parental consent” for processing a child’s data.
- Parental Control: For the 13–16 age group, the token system will notify parents and allow them to set time limits or content filters directly.
4. Strict Action Against Online Abuse
The policy isn’t just about kids. It also emphasizes strict legal action against online abuse targeting women and children. Specialized cyber-cells will be integrated with the Age Token system to track and penalize repeat offenders who bypass safety protocols.
